Issue Summary

The "Configure sidebar" interactive element can be focused with the arrow keys but not able to activate using the "Spacebar" or "Enter" keys.

Steps to Reproduce

1. Navigate to side navigation.
2. Navigate to the "Space tool" menu and activate it.
3. Try to navigate to the mentioned link.
4. Observe that the link is not operable.

Actual Results

The "Configure sidebar" is not operable with a keyboard. This made it difficult for keyboard-only and screen-reader users to access the functionality associated with the mentioned link.

Expected Results

Ensure that all the page functionality is available for all users irrespective of the device being used.
Apply the following changes: 

• Include the "href" attribute in the source code of <a> element.
• Modify scripts to ensure that the links are accessible for keyboard as well as mouse users.

Workaround

Currently, there is no known workaround for this behavior.
