Specify an email address for the "Contact Site Administrators" form

      Issue Summary

      It is not possible to specify an email address so when someone goes to <CONFLUENCEURL>/contactadministrators.action to contact the confluence-administrators, it does not send a notification to each member of that group.

      Steps to Reproduce

      N/A as there is no option for it. There is none mentioned in https://confluence.atlassian.com/doc/configuring-the-administrator-contact-page-216957115.html or other documentation.

      Expected Results

      Have the possibility to add a different email address, so only it inbox receives the notifications when a user completes the form.

      Actual Results

      All Confluence Administrators get the emails in their inbox.
