Issue Summary

When the user activates the "Page layout" and "Insert Table" links focus moves to the main content area instead of the added toolbar content. 

Steps to Reproduce

1. Navigate to the header section and activate the "Create" button.
2. Using the screen reader, navigate to the mentioned link and activate them.
3. Observe that the focus moves to the main content area instead of the added toolbar content.

Actual Results

The focus moves inappropriately to the main content area of the page instead of moving on to the updated content that appears just below the main toolbar.
As a result, keyboard-only and screen reader users will have to navigate the screen content again before accessing the content which is updated below.

Expected Results

Ensure that the keyboard focus moves the updated content.  which can be achieved via the JavaScript focus() method.
For Page layout:  Ensure that the keyboard focus moves to the "Add section" button present in the toolbar. 

For Insert table:  Ensure that the keyboard focus moves to the "Responsive" dropdown present in the toolbar.   

Workaround

Currently, there is no known workaround for this behaviour.
