Issue Summary
When the user activates the "Location" button, the focus moves to the "New parent page" form field in the modal dialog.
Note: A similar issue is observed in the "Labels" modal dialog
Steps to Reproduce
- Navigate to the header and activate the "Create" link.
- Using the screen reader, navigate to the "Location" button and activate them.
- Observe that the focus moves to the "New parent page" form field instead of the "help" link.

Actual Results
The focus moves inappropriately to the "New parent page" form field instead of moving on to the "Help" link
As a result, keyboard-only and screen reader users will have to navigate the screen content again before accessing the content which is updated below.
Expected Results
Ensure that the keyboard focus moves the first interactive element present in the modal dialog ( i.e "Help" link) which can be achieved via the JavaScript focus() method.
