Issue Summary
Focus is not visible for the "Publish" button
Steps to Reproduce
- Navigate to the header and activate the "Create" link.
- Use the Tab key to navigate to the "Publish" button at the bottom of the page.
- Observe there is no focus indicator present.

Actual Results
Focus is not visible for the "Publish" button. A focus indicator is not visually available as user tabs through these links using a keyboard.
As a result, users with learning and mobility impairments as well as those with low vision will not be able to easily find out which element currently has the focus.
Expected Results
Provide clear visual indication to users when their focus moves from one interactive web page element to another. This will help all users while accessing the page content especially users with visual, mobility and learning impairments.
