Issue Summary
The button elements associated with the floating toolbar which does not have list mark-up.
Steps to Reproduce
- Navigate to "Create" button present in header section.
- After activating "Create" blank page template will appear on the screen.
- Navigate to and select the "Insert more content" button.
- List will appear, among those options select "Status".
- Observe that "Insert Status Macro" modal dialog has been opened on the screen.
- Add the desired text in "title" element and press "Insert" button.
- Observe that your input has been appeared on the page.
- Select the text and check floating toolbar has few buttons which lacks textual description.

Actual Results
List mark-up is not used to present related information programatically. For example, "Black", "Red", "Yellow", "Green", and "Blue" image buttons are not marked as unordered list which visually looks like a list of related items. As a result, screen reader users will find it difficult to navigate to the list and different list items quickly.
Expected Results
Use appropriate list mark-up, such as <ul> and <li> to identify related information. In addition, consider applying styles to maintain the visual presentation of a web page.

Workaround
