Issue Summary

A user part of the confluence-adminstrators group is getting Not Permitted when creating a page from a template if the parent page has restrictions.

Note

That user should not be the space admin

This is reproducible on Data Center: yes

Steps to Reproduce

1. Have a user not from confluence-adminstrators group create a page where Viewing and Editing restriction is set
   
2. Login as an user part of the confluence-adminstrators group that is not the space admin
3. Go to the page created in Step 1 and create a child page from a template

Expected Results

The user part of the confluence-adminstrators group should be able to create the page from a template

Actual Results

The user part of the confluence-adminstrators group is not able to create the page from a template

Note

The same user is able to create a blank page under the page created in Step 1

Workaround

1. Click on the restriction icon
2. Click Apply
   
3. Proceed to create a page from a template
