Change notification email links do not use full server path

      The change notifications are creating incorrect links back to the site. It seems the value of the server base URL in the admin console paths section is not being heeded.

      My server base URL is set to "http://v4dev.digitalriver.com/confluence", but the email does not reflect this. See attached HTML for an example.
