The default behaviour when using the rich text editor is that inserting a new line results in two new lines being inserted. This is violates user expectation of a single newline character producing in a single newline. Our behaviour of inserting a new paragraph instead is inconsistent with other programs.
The workaround is to press Shift + Enter instead of just Enter.

Since this is the default behaviour of the editor, it is not a bug but an Improvement feature.
