7.19: Adding relative urls in pdf layout or css stop the change from saving

      Steps to Reproduce

      1. Goto space/global pdf layout
      2. Edit layout and set one tag with src using relative url, eg:  
        <img src="download/attachments/5177346/operahouse.png"

      Expected Results

      Pdf layout successfully save

      Actual Results

      The below error message is shown on the UI:

      Can't show content from "download/attachments/5177346/operahouse.png". Ask your admin to add site to the allowlist

      Workaround

      use full https url for src
