Site Admin unable to set space permission if the Space Creator is deactivated from LDAP

    Description

      A customer suggested that Confluence Administrator should have the right to assign a new Space Administrator or fully administrate a space's permission even when the LDAP user (also the space creator and the only space Admin) is deactivated from LDAP. The customer is experiencing the following error when trying to grant the Space Admin permission to another user once the Space creator is deactivated from LDAP:

      The following error(s) occurred:

      • You are not allowed to remove all the Administration Permissions for this space.

      Currently, a fix to this is to re-activate the LDAP user and grant the "Space Admin" permission to others before de-activating the LDAP users again. However, this would need a lot of works if an LDAP user created a lot of spaces.
