[CONFSERVER-8255] Links of PDF export from Confluence Space are all web links instead of local links

After exporting the whole space from Confluence to PDF, all links between pages are "web links" instead of "local links".

Please see the attached screen shots, sample pdf and space backup. This error also happen when the anchor macro is being used to reference other pages.
