adding option of title to noformat macro breaks the toc macro and interferes with toc-zone macro

      However, when a user added the title parameter to his noformat macros he discovered that the toc-zone macro only listed every other heading in the toc.
      In testing this for the user, I created a generic example and discovered this was consistent and could easily be reproduced.
      Then, when I used the toc macro instead of toc-zone, the results were even worse.

      Both files' contents are attached as text files. The first 6 headings use the same setup with the panel macro. The second are identical except they use the noformat macro. Graphics are attached to show what I see. Note that both sections should show all 6 headings.

      To test if title was really the problem, the title parameter was removed from each noformat heading and each file immediately produced a perfect toc.

      Remove the titles in the example files to see the results.
