The page intermittently fails to scroll down

      Issue Summary

      The page intermittently fails to scroll down. We have reproduced the issue with the page containing Jira Issue Macro

      This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Create an empty page
      2. Add a Jira Issue Macro that returns some issues that can not fit into a single page (in my case JIM returns 39 issues)
      3. Access the page
      4. Scroll down the page

      Expected Results

      The page needs to scroll down

      Actual Results

      Intermittently, the page failed to scroll down and returns to the head of the list.

      Reproduced in Microsoft Edge, Firefox, and Google Chrome. 

      Workaround

      Reload the page.
