Issue Summary
Excerpt Include macro does not allow to do inline comment for word(s) in the whole page which is present in excerpt macro.
This is reproducible on Data Center: yes
Steps to Reproduce
- Create a page with excerpt macro

- Create another page and write some words which are present in the excerpt macro in step 1.
- In the second page, use excerpt include macro and use the page created in step 1.
- Make sure to select the "Remove Surrounding Panel" option in Excerpt include macro.
- Publish/Save page.
- Make an inline comment on the word which was used in Excerpt include macro, you will be rendered with error "We can't add your inline comment; the section you highlighted may contain a macro or user mention. Try Highlighting plain text".

In the above example we can see "How are you" is the Excerpt include macro, and if we try to do an inline comment on word "you" on the first line "Are you doing well?", it renders with the error mentioned above.
So if there is any word of Excerpt include macro present anywhere in the whole page, we are not able to do inline comment for that particular word.
Expected Results
Inline comment should be working fine irrespective of the word is present in Excerpt macro or not.
Actual Results
Error Is rendered to user - "We can't add your inline comment; the section you highlighted may contain a macro or user mention. Try Highlighting plain text"
Workaround
The workaround here is to disable/unselect Remove Surrounding Panel in Excerpt Include Macro.
