Provide ability to configure a customised Synchrony Service URL in case of standalone synchrony

There are certain scenarios where the customer needs to directly call the synchrony service URL from Confluence due to restrictions or limitations in the customer network environment.

e.g Calls to synchrony should bypass the Loadbalancer

It would be great to have a system parameter that can override the default setting fetched from base-url
