Left Navigation theme needs to be updated to allow full internationalisation

      The Left Navigation theme contains hardcoded link labels and tool tips that cannot be internationalised, eg in templates/leftnavigation/includes/navlinks.vm

      All link labels must be switched to refer to ConfluenceActionSupport.properties and the hardcoded link label 'Add Content' needs to be added to ConfluenceActionSupport.properties
