Per https://confluence.atlassian.com/doc/page-restrictions-139414.html, per user request page access, the current setup will send email "up to 5 people who are most likely to be able to grant access, in the following order", this is quite obscure with no control, it will be much easier if there is the ability to select individual user or groups who can grant access, this will give more control and ability to track explicitly.
