Daily notification mail contains unsubstituted term "${baseUrl} "

      When users are getting daily notification emails, all links have a $baseurl String preceding them. The watch email links all look like:

      $baseUrl/display/SWDEV/Nirvana+Installation
      $baseurl/display/~asalewski

      etc.

      The Server Base Url has a set value.

      Other emails, like emails from page/space watches, have the base URL substituted in correctly.
