Issue Summary

The focus moves to the background when the modal is active.

Steps to Reproduce

1. Navigate to the Confluence homepage.
2. Navigate to the "Create" button inside the header section & activate it.

Actual Results

When the user activates the Create button in the header section, the Create modal appears. When the keyboard or the screen reader tries to navigate inside the modal, the focus moves outside the modal. The focus travels in the background of the active modal, which makes user difficult for the assistive technology user to understand the scope of the modal.

Expected Results

Ensure that the keyboard focus moves at the beginning of the modal dialog content when the modal dialog gets displayed on the screen.

The focus should not move outside the modal once the modal is active.

Workaround
