When editing a confluence page, the update button is at the bottom right below the bottom edge. Even on a empty page scrolling to the update button is needed. When you edit a long page scrolling to the bottom is mandatory.

 

I suggest to position the update button in the top toolbox to the right, so it's available where ever you are on the edited page...
