Description
Issue Summary
Missing visible focus on the "page-restrictions" link icon in the page header section for the space page.
Steps to Reproduce
- In the Confluence header section, navigate to the "Spaces" link and select any space.
- In the available space, in the main content area, with the keyboard navigate to the "page-restrictions" link icon in the page header section.
- Observe the visible focus on the elements.

Actual Results
The "page-restrictions" link icon in the page header section for the space page is not visible when the user navigates via the keyboard in the main content area. However, it receives the keyboard focus forcing users to tab through invisible content. This results in an unpleasant experience for keyboard-only users while accessing the web page as they are not able to locate the focus.
Expected Results
Ensure that the link icon is visible when they receive keyboard focus. Providing a highly visible highlighting mechanism for links or controls when they receive keyboard focus will make the user understand the content and make the user experience more smooth for keyboard-only users.
Common keyboard focus indicator solutions include:
1. A 2px box around the focused element.
2. A change in the background colour of the focused element.
3. The addition of a thick line under or next to the focused element.
4. A distinctive change to the text of the component such as making it bold and/or underlined.
5. Use the default browser focus indicator. NOTE: Since each browser has its own default focus indicator style, check each of the major browsers (Chrome, Firefox, Edge, IE, Safari) to ensure the default focus indicator is visible as you tab through the page.
Workaround
Currently, there is no known workaround for this behaviour. A workaround will be added here when available.
