Expand macro: The expand collapse macro in the page after publish does not receive keyboard focus

Issue Summary

The Expand/Collapse interactive element in the Expand block macros do not receive keyboard focus on the page.

Steps to Reproduce

1. Launch the URL
2. Edit the page select Expand macro and insert it and Save the changes.
3. Once the page is available try interacting with the element with the keyboard.

Actual Results

Keyboard support is missing for expand/collapse functionality associated with “Expand" and "Collapse" Expand macro title interactive elements in the main content area for the page for Expand macro.
Additionally, these interactive elements are read as plain text for the screen reader users. 
This made it difficult for keyboard-only and screen reader users to access the functionality associated with the links.

Expected Results

Ensure that all the page functionality is available for all users irrespective of the device being used. 
Apply the following changes:
• Code the links “Expand" and "Collapse" Expand macro title using <a> element and include the "href" attribute in their source.
• Set the aria-expanded attribute to false for the “Expand Source" links. Ensure that the value of the aria-expanded attribute changes on user interaction via scripting.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
