Manual Site Backups should save to /backups

      As mentioned in CONFSERVER-43070 - XML backup job does not complete/creates corrupt backup when scheduled Clean Temporary Directory job deletes information from the temp the temp directory is periodically cleaned by a scheduled job that can corrupt a running backup.

      Manual backups could avoid this by saving to /backups where the daily backups also save to.
