Issue Summary

At the moment the skip links (http://web-accessibility.carnegiemuseums.org/code/skip-link/) implementation is very limited and doesn't support the editor.

We want to add the ability to inject skip links from external code (plugins/custom HTML in admin) to allow customers to customize and prioritize skip links.

We want to add a shortcut to open the skip links quickly from any location on the page.

Steps to Reproduce

1. Open confluence and tab from the address bar

Expected Results

Skip links should appear for the content of the current page

Actual Results

Same skip links appear for all pages, very limited
