Issue Summary

I have just met Atlassian's products and trying to be familiar with all of them both as a user and administrator. I noticed that almost all actionable buttons are in grey color (not only for Confluence but also for other products). This makes me feel like the button is not available to click. I would rather prefer these buttons in blue color. In my opinion, this would be a better option for the users and the administrators in terms of user experience. 

I added a screenshot for the global permissions menu but my suggestion is applied to all menus. This is just an example.
