Issue Description
On activating the link to see how many people have liked the page, a modal appears but the screen reader is aware of the appeared modal.

Steps to Reproduce
- Launch URL
- Navigate to a Confluence page content with likes.
- Navigate with control + option + right-arrow to the number of people who like this page. Activate the link with control + option + space.

Actual Behaviour
When the user activates the number of likes present on the page to view which users haves liked it , an People who like this modal appears. When the modal dialog is displayed on the screen, the keyboard focus moves on the background content. However, the keyboard focus moves on the modal after navigating through the whole page and then the focus moves on the cancel and follow button in the modal, but not on the other contents in the modal. This makes the keyboard user as well as assistive technology user unaware of the available content.
Expected Result
Ensure that the keyboard focus moves at the beginning of the modal dialog content when the modal dialog gets displayed on the screen. The focus should not move out of the modal unless it is closed.
This will make the user aware of the content and able to use the function with the keyboard.

Workaround
Currently, there is no known workaround for this behaviour. A workaround will be added here when available
