Unexpected behavior when using an anchor on table of contents

      Issue Summary

      By linking a topic from the table of contents of a page if someone changes the header the anchoring stop working

      This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Copy The URL from the table of contents link and paste it into a comment
      2. Update the related header and click on the comment link

      Expected Results

      The link will get you on the anchor that was marked like before

      Actual Results

      The link drags you to the top of the page, not on the anchor.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
