Ability to disable creating index snapshot when upgrading Confluence

      Background

      The customer always skip reindex when upgrading because they execute full-reindex after upgrading.
      Also they want to skip creating index snapshot when upgrading.

      Current feature

      There is skipping reindex system property when upgrading, 

      confluence.skip.reindex

      however we can't avoid creating index snapshot.

      Suggestion

      Provide system property, and be able to disable creating index snapshot when upgrading Confluence.
