Pre-upgrade planning tool check fails for Azure SQL Server

Issue Summary

For Confluence 7.13.0 when we go to General Configuration >> Plan Your Upgrade, We see the pre-upgrade check failure as -  "Your current database version won't be supported, Learn more"

This behaviour is observed on the Azure Platform with Azure SQL and from the System information page, we see db details as -

• Database name : Microsoft SQL Server
• Database version : 12.00.2327

Steps to Reproduce

1. Login to Azure portal and deploy Confluence v 7.13.0 with Azure SQL.
2. go to General Configuration >> Plan Your Upgrade, here, you will see the WARN like "Your current database version won't be supported" under the "complete pre-upgrade check" option.

Expected Results

Instead of the WARN, below messages should be displayed - 

All pre-upgrade checks have passed... Nice!

Actual Results

Should pass the database version check -
Your current database version won't be supported, Learn more"

Workaround

Upgrade troubleshooting and support tools plugin to the latest release before using the "Plan Your Upgrade" feature.
