Firefox does not properly recognize UTF-16 encoded documents when attached to Confluence document

      Server: Tomcat on Apache on Linux.
      Desktop: Windows XP SP2
      Browser: Firefox v2.0.01

      A confluence document has a "text file" attachment that is encoded in Unicode UTF-16. When I try to view this, it appears as gibberish. When I change the encoding in Firefox from UTF-8 to UTF-16 (View/Character Encoding), it displays properly. When I display the same file by "dropping" it onto Firefox, Firefox displays this properly. The problem file is attached.
