can't access to attachments with russian names

we couldn't access to attachments with russian name.

In mysql base it seems fine (utf8),
Character Encoding Test Results page doesn't show any problems.
But if we try access to attachment, we got
"The page you were trying to reach does not exist. You may want to try a search, or browse the site to find the page you were looking for."
