Lists don't have same amount of whitespace beneath headings (compared to normal text beneath headings)

      Numbered lists and bullet points don't have consistent whitespace when used beneath headings. They should all have the same whitespace as normal text. For example, compare:

      Level 3 Heading

      1. Numbered List Item
      2. Numbered List Item

      Level 3 Heading

      Normal Text

      Indented points affected include:
