I'd like to make a very small suggestion, but that I believe to be useful.

Freezing the headers of a table (or tabs) on Settings pages can make a difference when you have dozens of individual users with specific permissions to provide.

This is already a feature on pages that have a table, or multiple tables. The idea is to apply the same feature when checking and changing Settings pages.
