Add TLS 1.2 issue into the ducument of Database Setup For MySQL

      Java 11 is bundled since  confluence 7.3. It use TLS 1.2 as default . However, Mysql does not set it as dafult.

      When connecting a Mysql DB, the below errior occurs.

      Caused by: javax.net.ssl.SSLHandshakeException: No appropriate protocol (protocol is disabled or cipher suites are inappropriate)

      This problem is mentioned in a below KB:

       

      The customer suggest it will be better if we add this issue into below main document for Mysql DB setup, since it may happen for lots of Mysql customers.
