html-include incorrectly handles foreign characters

      Tomcat 5.5.20
      JDK 1.5.0_10
      Debian 3.1

      When using html-include for an international document, characters not in the English alphabet are rendered incorrectly.
      Does not matter whether the original page is coded in UTF-8 or some other charset, e.g., iso-8859-2.

      I used the following line to include the bottom page:
      html-include:url=http://demo.net.hu/confluence/iso-8859-2.html
