Table of content shows text from comment section as a headings of TOC

Problem

Table of content macro shows the comments of the page with font style as "heading" as a part of TOC headings. 

If a user, adds a comment with "Heading" as a style, it is showing these texts in the Table of Contents at the top of the page. 

Environment

Confluence 7.13

Steps to Reproduce

1. Create a page and add TOC macro in it. 
2. Give few heading text in the page body.
3. Add few comments with font style as "heading".

Expected Results

Only headings text which is part of page body should be part of TOC heading not the comments. __ 

Actual Results

Comment (with heading style) also become part of TOC :
