Space Admins cannot administer the Space Layout

      Users granted the permissions to administer a space (but are not Confluence Administrators) are not given the link to administer the space Layout in Space Administration -> Look & Feel (they do have the links for Themes, Colour Scheme, and Change Space Logo, but not Layout).
