captcha.response.empty key given instead of actual message

      • Edit a page in confluence with CAPTCHA Spam Prevention turned on.
      • Do not touch the CAPTCHA field, just click save (or cancel)
      • Instead of an error message being given, the error message key "captcha.response.empty" is given.

      This might be fixed just by putting that message into ConfluenceActionSupport.properties
