Select encoding when importing text files

      When importing text files using the "Import Pages from Disk" option in Space Admin, the pages are read from disk using a FileReader with the default Java encoding.

      This can be overridden through the system property 'file.encoding', but really we should have an option on the page to select the encoding used in the files to be imported.
