Issue Summary
When a user opens the keyboard shortcuts using the "?" shortcut, accessibility screen readers (like NVDA) show a blank screen
The following links have been helpful for some users - they're able to use wiki markup and keyboard shortcuts as a workaround. However, the issue is that this information is not available inside the the editor:

This information needs to be available inside the editor to work properly with screen readers.
Steps to Reproduce
- Install NVDA
- On a Confluence page, press '?' and try to navigate the shortcuts
Expected Results
Keyboard shortcuts screen should have navigation available for screen readers
Actual Results
Navigation is not possible with NVDA, only a blank screen.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
