Improve Collation error reporting

      Problem

      Currently, Confluence prints the error in the logs that the collation is not as expected, like the following:

      ERROR [localhost-startStop-1] [atlassian.confluence.setup.BootstrapApplicationStartupListener] checkConfigurationOnStartup Detected tables with non-default collation.

      It would be good to have Confluence tell us exactly what collation it is expecting.

      Suggested Solution

      Improve logging where it can tell us what exact collation does Confluence expects us to set.
