Cannot add inline comment in a header which have same content with panel header

      Steps to Reproduce

      1. Create a page add a header (for example: "Product Info") and some text
      2. Add a panel and give the panel's title the same name as the header from step.1 ("Product Info")
      3. Select the header and try to add inline comment
