Global permissions do not allow anonymous login.
Create a space, and on this space, give anonymous login rights.

Now if you log in with a X user (with no rights on the created space), he won't see the new space in the "All" List of the dashboard, but he will see it in the "New" section of the dashboard, and will access to it through the given link.
