Allow configuration of timeouts for any http request made by Confluence

      When macros such as the RSS macro, the Calendar macro or the Repository Client Plugin make HTTP requests to servers which are down, a long timeout value is used. This consumes a thread and a DB connection, and means that the user has to wait a long time to find out what is wrong.
