Inconsistent behaviour of Mouse over in page likes

Issue Summary

There seems to be Inconsistent behaviour of Mouse over in page likes in Confluence. The mouse over only works when oneself also likes the page, otherwise nothing happens. Also, if a user first likes and then unlikes the Page the mouseover will work till we refresh the page

Steps to Reproduce

1. Create a Page and ask another user to like it
2. Mouse over on the Like of the another user and you will not see user profile pop up.
3. If you like the page, then you will see user profile pop up on mouse over.

Expected Results

Mouse over should work even if the user has not liked the page

Actual Results

1. If you like the page, then you will see user profile pop up on mouse over.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
