Issue Summary

Confluence and Jira have a few existing feature requests to make defining a group attribute optional for JIT provisioning:

• CONFSERVER-60578 - Make JIT Group Attribute Sync optional and add Default Group Membership
• JRASERVER-72066 - Make JIT Group Attribute Sync optional and add Default Group Membership

The existing functionality does not conform with industry-standard functionality and is only briefly mentioned in JIT user provisioning:

In order for a user to be created, their username, display name, email, and group memberships are required

We should add links to the feature requests to avoid customer confusion and eventual support tickets for Confluence and Jira.
