New database indexes should be created automatically on upgrade

      For example, if a customer upgrades from 2.1.x to 2.2.x, and there is a new drafts table, indexes on the drafts table do not seem to be created.

      This occurred for a customer using oracle. We need to verify this on Oracle and other databases.
