On pages where a user does not have edit permission, when they attempt to post a comment containing an image they wish to upload, the upload fails because they do not have the correct permissions. However, no error is shown to the user.

If the user down not have edit permissions to attach files, the Image Properties popup should remove everything but the thumbnails for attached files, and a message such as "You do not have authority to upload new images"
