During Confluence setup, Confluence calls DefaultUserAccessor.getGroupCreateIfNecessary(). If LDAP is enabled and the LDAP provider throws an exception, the setup process continues unaffected.

Exceptions seem to be ignored throughout the admin user creation process. This needs to be fixed so the setup process aborts if the admin user can't be created.
